These strange growths are growing out of a newly formed Alder cone. They are the work of a fungus Taphrina amentorum. The growths are called Alder Tongue Galls. The fungus completes its life-cycle inside the growths using sugars from the plant. The galls start off green but gradually turn a reddish colour.
